STANBIC BANK URGES LOCAL CAPITAL MOBILISATION TO BOOST SOE TRANSFORMATION

Arusha, Tanzania’s state-owned enterprises (SOEs) must prioritise mobilisation of local capital and stronger financial pathways to succeed in the global economy, Stanbic Bank executives urged at the Chairpersons and CEOs Forum 2025.

Building Bridges Between Public and Private Sectors
Ester Manase Lobore, Executive Director and Head of Corporate & Investment Banking at Stanbic Bank Tanzania, described the Forum as a critical bridge connecting public and private sectors.

We see this as an opportunity to build a new bridge of cooperation – one that links the public and private sectors for the benefit of our nation,” she said.

Over the past five years, Stanbic has channelled over USD 1 billion in affordable financing into strategic projects, reinforcing the role of financial institutions in aligning investment with national priorities.

Leveraging Strengths for Transformation

Manzi Rwegasira, Chief Executive of Stanbic Bank Tanzania, emphasised that real transformation happens when SOEs provide foundational services and infrastructure, while the private sector brings capital, innovation, and expertise. He highlighted three key areas for future competitiveness:
  1. Financing transformative projects
  2. Digitising systems for efficiency and transparency
  3. Building institutional capacity through technical expertise
Government Engagement and Performance Tracking

Guest of Honour, Deputy Prime Minister Hon. Dr. Doto Biteko, highlighted the success of the six resolutions evaluated by the Treasury Registrar last year, with 90% already implemented.

Treasury Registrar Nehemia Mchechu launched the Performance Monitoring Dashboard for Public Institutions, a digital tool that tracks SOE performance in real-time, enabling better decision-making and accountability.

A Platform for Sustainable Synergies

Now in its third edition, the Chairpersons and CEOs Forum has become a leading platform for dialogue on SOE reform and global competitiveness. Discussions emphasised that sustainable synergies require government reforms and active private sector engagement.
